A site of English teaching resources - much of it free - which has great stuff on Shakespeare:

It is based on the UK National Curriculum - Key Stage 3 is roughly 11 year's old to 14; Key Stage 4 goes on to 16 - and Key Stage 5 16+.

The pdf versions are usually downloadable without membership.

This should get you close to 'primary' resources - including loads of material for introducing Shakespeare:
