I am looking for a Complete Works (just the plays) that I can buy as an ebook that has the same annotated explanations of words and difficult passages that one would find in any standard schoolbook edition like Arden, Oxford, Penguin, etc. Any suggestions?

I don't think there are many options out there in eBook format. The best app around is the Shakespeare Pro app:

The Shakespeare's Words glossary is built in with thousands of words. The app lets you take notes and share those notebooks with other people, which quite a few professors use to create annotated notebooks for their classes. Also included in the app are a few notebooks in the app for the most popular plays, which give some more detailed explanations.
