Sir Thomas Palmer is a member of the King’s household.
He is concerned about rising feelings against foreigners, and attempts on several occasions to bring the Frenchmen to heel, though to no avail. He raises forces to help the Mayor quell the riots. He later brings the council the articles that the King wishes them to sign. He has prior instructions of what to do with those who refuse to sign, particularly More, and he follows through with these instructions without a fault. He is a widower.
